Every phase closes a different kind of uncertainty
1. Intake
Capture the objective, context, constraints, dependencies, and acceptance conditions. Output: a structured request ready for a decision.
2. Delivery agreement, Gate 1
Define what is included, what is excluded, and what the operation will use to recognize completion. Output: approved scope.
3. Engineering plan, Gate 2
Translate the agreement into architecture, decomposition, sequencing, and implementation boundaries. Output: an approved plan.
4. Governed execution
People and AI execute within the plan. Changes return to the appropriate decision instead of entering through assumption.
5. Delivery evidence, Gate 3
Map each completion condition to an inspectable artifact. Output: evidence tied to the original agreement.

During delivery
Scope changes return to a decision. Review does not become an improvised requirements meeting.
Across cycles
The operation compares measures and keeps the rejected alternative with its cost, so improvement survives the next deadline.
Responsibility is explicit on both sides
The client owns the business objective, the approvals that only its leadership can make, and access to its environment. Inventeer owns the operation or dedicated cell it agreed to run, including how the work is structured, coordinated, executed, and evidenced.
This is not a person placed inside the client’s process. It is a bounded operation with its own people, process, method, and accountability.
